1846, Skinner. Letter on the Albemarle fisheries

November 10, 1846 letter to the North Carolina General Assembly by Joseph B. Skinner regarding the Albermarle Fisheries and the use of seines. This is a method of fishing that employs a seine or dragnet hanging vertically in the water with its bottom edge held down by weights and its top edge buoyed by floats. Skinner objected to a proposal to have certain days when such nets would not be permitted, presumably to allow shad to travel to the Roanoke River. The author, as owner of the oldest fishery in that area, provide his economic and practical reasons against this plan.
