|
1850 House of Commons bill to ensure observance of the United States Constitution by enacting a tax of ten percent on all goods and merchandise, except if those goods were manufactured in the Southern states, Missouri, Arkansas, Texas, Tennessee, Florida, or any foreign country. The bill further indicated, among other provisions, that the law will remain in effect until all states return fugitive slaves.
