December 10, 1869 Promoter General Tomas B. Catron's [Thomas Benton Catron (1840-1921)] address to the Legislative Assembly. In his role as Attorney
General, Catron offers his legal opinion of whether the Territorial Legislature is in compliance with a Federal statutes. Of note, the first column
