1823 Report of the Joint Committee investigating the subject of punishments of convicts and the establishment of a state prison. After consideration, the committee recommended changes to the criminal law for a more effectual punishment. Of note the committee indicated that some minor criminals could not pay fines and remained in the gaol; however, requiring labor at a state prison would be more effective and cost savings.
