Development in Illinois, addressing the previous constitutions and amendments; The Assembling of a Constitutional Convention, setting forth the process;
Problems Arising Under the Constitution of 1870 (including taxation, representation in the legislature, municipal home rule, the judicial system, and other
concerns); and a Conclusion. The Introduction states that the Illinois legislature passed a resolution by two-thirds majorities in 1933 calling for
submission to the voters in November 1934 the question whether to convene a Constitutional Convention.
