All three of the Scandinavian countries have implemented legislation to specifically deal with this type of espionage that is often carried out by
handlers without formal ties to the intelligence services in
the foreign country. ... The Norwegian refugee espionage provision provides that that the
collection of the information is only unlawful when it is for the ‘benefit of a foreign state’ and ‘may threaten the life, health, freedom or property
of another.’ Thus not all collection of publicly available information is unlawful. The threat need not be directed to the person whose information
is collected but could include friends and family of the victim. Denmark and Sweden have not included similar language in their current provisions, and
thus threat to life or property is not required to trigger their respective provisions.”)
