Report of the Board of Registration to the General Assembly of Louisiana. Session of 1869. New Orleans : Lee, 1869. The Board was to supervise the lists of electors [aka voters] of Louisiana. The report was late and not perfect because some parishes did not report their numbers. In preparation for the election of 1868, the Board did not have enough time to create all the forms and registration books, especially because it did not have access to the previous forms and books. No money had been appropriated for printing or for staff. Violence and threats marred every aspect of the election, with considerable criminal destruction of records. The Board offered many tables showing the number of people registered by age, literacy, race and nativity, both for New Orleans and out state. Some tables compared the number of voters between the 1867 election, when the US military was still present, and the 1868 election. There were appendices from p. 41 to p. 107 that were the reports of election supervisors all over the state. Only two parishes reported free and fair elections; all the others were subject to violence and threats and gangs. One report said, "... the election was carried by the knife and revolver." William Baker, State Chair of the Board, made a recapitulation report and urged the Legislature to improve the election laws.
