**Annual report of the Board of Levee Commissioners to the Legislature of the State of Louisiana. Session--January 1867. New Orleans : J.O. Nixon,
1867. [Once again, very small print] The report gave a history of the Board since its inception in November 1865. The money situation was acute and
confused; it became the Board's responsibility to try to sell the bonds to fund the projects. There was not good data to write specifications and
contractors were not paid the full value of their work. The federal government was not willing to provide funds. There had been a destructive event
that proved the need for more levees, but the money was not there. This group of Commissioners was at the end of its term, so the Legislature had to
figure out what to do. Pages 8-31 contained Tables 1-27 with the financials. Pages 32-56 discussed the state of the levees and how to pay for the
work. There were extracts from the Board minutes on P. 57 and 58. **Report of the Board of Levee Commissioners of the State of Louisiana. From May 10,
1867 - July 27, 1868. New Orleans : A.L. Lee, 1868. The Board organized on May 10, 1867 and received the books, plans, and equipment from the
previous Board. The money situation continued to be acute and confused. The Board sent a notice to affected areas asking them to build levees at their
expense and hope for payment when bonds sold, but the Grand Levee was beyond the capability of private money. The Board felt all the levees should be
re-positioned and rebuilt and there was some hope that the federal government would assume this responsibility. The Board offered some numbers for what
was needed. At one point, there was a big legislative controversy over whether the Board was even legitimate, so that didn't help anything. There
were twenty-two tables, a long reproduction of Acts concerning the levees, plus extracts from the minutes of the Board and correspondence, especially
with the Military District.
