State Engineer. Special report made under Act 262, 1860

Special report of the late State Engineer made under Act 262, approved on March 17, 1859 to the Legislature of the State of Louisiana. Baton Rouge : J.M. Taylor, 1860. On March 7, 1860, Louis Hebert sent a report about preserving navigation on the Old River. The surveys were done in 1859 and the results plotted onto a map. He detailed the routes of the survey, provided a table of distances, and a table of the slope of the land, etc. He discussed various watersheds, their levees, which areas routinely flooded, and then focused on present and planned levees. He referred readers to a previous report, which was appended to this one. He was not in favor of closing the Atchafalaya, but wanted to open the Latanache to permanently preserve the connection of the Red River to the Mississippi River. He urged the legislature to direct the Board of Public Works to develop cost figures for the project.
