Doc. No. 42 Special report of the Bank Commissioners in answer to the resolution of the Senate regarding the writ of mandamus. Senate January 25, 1841. Had the Commissioners applied for a writs of mandamus against banks that suspended specie payments, and if not, why not? The Commissioners responded that they had not asked for any writs because the power applied to situations where banks refused specie payments for more than 30 days. All banks were having difficulty with specie payments, so writs of mandamus would only complicate an already fraught situation.
