House of Representatives. Session--January 1867. New Orleans : J.O. Nixon, 1867. On February 26, 1867, the Committee Chair reported back: House
Bill No. 6 An Act to authorize the widening and enlarging the New Canal and Basin, favorably, with a substitute, but the Act was not present. By the
terms of the original charter, the canal reverted to the state in March 1866. It was out of repair, so the State Engineer evaluated the works and
submitted his report January 18, 1866. The state decided to lease the canal and basin, forgiving part of the rent so the lessee could repair the problems.
When the Committee checked later, work was under way, done well, with quality materials. However, it became apparent that the Canal and Basin were
much too small for the current traffic. On February 14, 1867, the State Engineer submitted a list of potential costs to improve the area. On p. 7-9
were the specifications for the improvement.
