Special Comm. on Annexation of Madison Parish. Minority report, 1861
Minority report of the Special Committee on the bill to annex a portion of the Parish of Madison to Tensas Parish, to the Legislature of the State of
Louisiana. Baton Rouge : J.M. Taylor, 1861. The bill should not pass. The Constitution provided that all parishes should be as nearly as possible
625 miles square or 400 [thousand] acres square. Madison Parish was already 9,120 acres square acres less than it should have been, but the bill
proposed to remove an additional nearly 27,000 acres for the benefit of only six citizens. A claim had been made that a cross levee was needed, but there
was already a perfectly good levee in place. The question was in the courts, so it was not appropriate for the Legislature to act.
