Special Comm. on Annexation of Madison Parish. Minority report, 1861
Minority report of the Special Committee on the bill to annex a portion of the Parish of Madison to Tensas Parish, to the Legislature of the State of
Louisiana. Baton Rouge : J.M. Taylor, 1861. The minority protested against the bill. The entire issue was a holdover from the previous session.
Six citizens had petitioned to be "moved" to Tensas Parish; five had renewed their request for this session. The levee district where the five lived
carried a heavy debt load, which would not legally change even if they changed parishes. However, the bill as written did not reflect that fact. There
was a discussion of the levee issue. The minority saw no reason for the transfer from one parish to another.
