Report of the Joint Committee appointed to examine the accounts of the Swamp Land Commissioners to the General Assembly. Baton Rouge : J.M. Taylor,
1859. The Swamp Land Commissioners appeared to have large sums of money in their hands from which they disbursed payment for contracts. The system
for letting contracts was at best sloppy and at worst, illegal. March 18, 1858 No. 294 An Act relative to Swamp Land Commissioners. Each
Commissioner had to post a $20,000 bond. Money could only be drawn for work actually performed and then in the name of the contractor only. Any money held by
a present Commissioner had to be returned to the Treasury immediately. The act would be effective as soon as passed. The Committee then listed the
amounts of money to be returned and identified various instances of malfeasance. It recommended that the system of Swamp Land Commissioners be
terminated and the responsibilities given to the Board of Public Works, but did not offer an Act to that effect.
