Minority report of the Committee on Federal Relations of the House of Representatives relative to the repeal of the laws of the United States against
the African slave trade. Baton Rouge : J.M. Taylor, 1859. Mr. Haynes spent twelve pages explaining why repeal was a bad idea. The prohibition had
grown to be an international law, and attempts to repeal it would only place the south further down in the opinion of northerners. Don't waste time
and energy on a losing proposition. If the country imported more slaves, it would drive down the value of those already here. "The effect the
introduction of these savages would have upon our present civilized and happy negro population would no doubt be demoralizing and injurious." He had several
other arguments revolving around economic issues.
