Senate. Comm. on Federal Relations. Report on importation of slaves, 1859
Report of the Committee on Federal Relations to the Senate of Louisiana on the bill entitled, "An Act to authorize the people of Louisiana to import
negro slaves." Baton Rouge : J.M. Taylor, 1859. Section 1 of the bill was presented: The right of the people of Louisiana to buy slave property in
any market was never given to the federal government, so any citizen of Louisiana could buy slaves anywhere and bring them to the state as long as he
paid any tariff on property that was in effect at the time. Then came the Committee's commentary: the federal government had no right to concern
itself with slavery in Louisiana because "the federal government ... is but a creature of the states ..." a state could act for its own benefit as needed.
There followed a long discussion on the powers of the states and the powers of the federal government, followed by another long discussion on
enumerated crimes, all in high-flown, oratorical style.
