Report of the Committee on Petitions and Grievances, on the memorial of John Claiborne to the Senate of Louisiana. Baton Rouge : J.M. Taylor, 1859.
This was a contract issue. The Louisiana Courier was contracted to publish the lists of swamp and overflow lands in English and French. In 1855,
the audited bill for publication was $35,400, but the Committee on Finance, without consulting the contractor, decided to pay half the amount because it
did not want to pay for publication in French. That decision broke the contract. After a discussion of contracts between states and commercial
firms, the Petitions ... Committee said it would forward a bill authorizing the remaining payment. [The bill was not present.]
