Report of the Committee on Commerce and Manufactures to the House of Representatives of the State of Louisiana. February 1859. Baton Rouge : J.M.
Taylor, 1859. The Committee had been ordered to visit the Pilots in New Orleans and the Southwest Pass, the Quarantine Station, and the Harbor Masters
and Wardens. On March 3, 1859, it submitted its report. The Committee was satisfied with the actions of the Port and Harbor Masters. Some ship
companies refused to pay the harbor fee and the cases had languished in the courts. The Board of Health's books were correct. In consultation with the
physicians there, the Committee offered some suggestions to try to stem the yellow fever when it arrived. [This was long before anyone understood how
it was transmitted.] The Committee also wanted a vital records law. The citizens were very anxious about the contagion, so the Legislature should do
all it could to help. The Committee noted that the bar at the mouth of the river was all but impassable, after all the money that had been spent on
it. None of the bills mentioned in the report were included with it.
