Senate. Special Comm. on Refusal of Treasurer to Honor Auditor's Warrants. Minority report, 1859
Report of the Minority Committee on part of Senate, to whom was referred the grounds of the refusal of the State Treasurer to honor the warrants of
the State Auditor to the Senate of Louisiana. Baton Rouge : J.M. Taylor, 1859. Mr. Heard, a minority of one, sent in his report on March 16, 1859,
the day before the session adjourned. He entirely dissented from the majority report. He thought the Treasurer had exceeded his authority; he acted
out of duty, but he was in error. The problems revolved around the new law relative to the Swamp Land Commissioners. The issue was before the Supreme
Court of Louisiana.
