Senate. Special Comm. on Refusal of Treasurer to Honor Auditor's Warrants. Report, 1859
Report of the Special Committee on part of Senate to whom was referred the grounds of the refusal of the State Treasurer to honor the warrants of the
State Auditor to the Senate of Louisiana. Baton Rouge : J.M. Taylor, 1859. [Many pages of this document have hundreds of tiny black spots which
sometimes interfere with legibility.] Each officer appeared before the Committee to explain his reasoning. The differences arose from interpretations
of their respective powers and duties, as the Committee discussed. They went through several of the warrants at issue, including those of the Swamp
Land Commissioners. On p. 14, the Committee offered An Act relative to the Treasury Department. If the Auditor allowed a claim, the Treasurer
concurred, and there was appropriated money, the claim would be paid. If the Treasurer disagreed for some reason, the two officers would meet to discuss the
warrant. If they could not agree, the Attorney-General would examine the claim and decide.
