1861 Declaration of Independence and the Constitution of the Provisional Government of the State of Kentucky, along with messages from the governor. Of note, this shadow constitution and government was a result of Southern sympathizers; delegates from 68 of Kentucky's 110 counties on passed an ordinance of secession, adopted a new state seal, and elected Scott County native George W. Johnson as governor. This action did not succeed and Kentucky remained in the Union. (Digitized from a microfilm copy of titles originally held by the Kentucky Historical Society).
