1869, Proposed articles of amendment
1869 Proposed articles of amendment to the state constitution, which were adopted by the Council of Censors, as well as a copy of the sections of the
then current constitution which would be affected, the ordinances of the Council and its address to the people of Vermont. The address indicated
that the Council members were not unanimous in the proposed amendments, and that the people would be the final determination if said amendments should be
