SEE ALSO 51844, 51908, 51916 H.R. No. 48 On February 15, 1828, the Committee on Roads and Railways reported their findings. Railroads had assumed
a larger importance in the public mind. Building railways was cheaper than building canals and the speed of transport was faster than along canals.
The Committee thought the state should be bold and support both a track to Providence, Rhode Island and the line to Albany, New York, hence: An Act
to provide for Internal Improvement by Rail Roads, 1828. The Governor should appoint a Board of Internal Improvements to superintendent the state's
part in rail road building. These people would serve for no pay, but would receive expenses. The Board would hire two engineers to work in concert
with authorities in Rhode Island and New York to survey routes to Providence and Albany. The Board was authorized to receive any free land offered, hear
