SEE ALSO 51820, 51836, 51841, 51860 H.R. No. 40 The Committee on Education looked at the Governor's message relative to institutions to train
teachers and reported on February 11, 1828. The state did not have a teacher's college, partly because of money. It suggested a teacher's school in each
county! A fund was needed, so it offered a bill: An Act to provide for the establishment of the Massachusetts Literary Fund, 1828. The Governor and
others were to manage the fund. The proceeds were to support the teachers' schools around the state. Money from the sale of public lands, part of the
1812 claim money, and 15%! of all taxes would nourish the fund. (Digitized from a microfilm copy of title originally held by the Massachusetts State
