H.R. No. 37 An Act to apportion and assess a tax. Assessment was down by the assessor for the jurisdiction and the tax levied was collected by the Sheriff. There was to be a poll tax of 11c/head, even children. All real and personal property was assessed and tax: houses, barns, acreage, animals (20 sheep=1 cow), insurance, stocks, tools, machinery, store stock, etc., etc. The local assessor had a huge job and had to fill out the records as directed by the bill. Academics and ministers were exempt from the poll tax. Towns and counties could use the assessment records to do their own taxation. Unpaid taxes constituted a lien on property.
