H.R. No.28 An Act to provide for the safe-keeping of lunatics and persons furiously mad, 1828. If there was room at Massachusetts General, the
Governor and Council were to negotiate terms and counties could send people to that hospital. Failing that, a facility should be built for the purpose.
The Governor would appoint the superintendent and a Board of Visitors that would inspect twice a year. People would have humane treatment and be kept
clean. Persons with means would pay for their care, but indigent persons would be paid for by their residence jurisdiction. Criminals judged not
guilty by reason of insanity would be committed to this facility. Once the facility was up and running, no lunatics would be kept in a county facility,
