SEE ALSO 51803, 51821, 51823, 51824, 51825, 51881, 51928 H.R. No. 27 Each jail was to have an exercise yard with a high wall. The gaol was to be
laid out so debtors had no contact with criminals and no more than four debtors to a room. Prisoners under 21 were to kept separate from older
criminals. Infamous criminals were to kept separate from run-of-the-mill criminals. The entire gaol was to be whitewashed twice a year, with inhabited cells
done once a month from May to Halloween. There were to be two meals a day and food, clothing, and bedding were to be obtained by external contract.
The gaoler was to report to the Court of Sessions twice a year and the Court was to visit twice a year. The bill laid out the record-keeping
requirements. Each county had to build a House of Correction with facilities for solitary confinement and hard labor. Counties were encouraged to work
together to build one facility, but there was a stiff fine for failing to get the facility built. (Digitized from a microfilm copy of title originally
