SEE ALSO 51910 H.R. No. 13 An Act concerning hawkers, pedlars, and petty chapmen, 1828. A person could not be a travelling salesman without a
license purchased in the town of residence for $20 for one year. The license was only good in that jurisdiction. The salesman had to provide written
evidence of good moral character. Selling without a license meant a fine of $10-100. Salesmen could not sell indigo, feathers, playing cards, lottery
