Version 1 H.R. No. 11 An Act to establish County Commissioners and to repeal the several acts establishing the courts of Sessions and in addition
thereto ... the act establishing Commissioners of Highways, 1828. Three Commissioners were appointed by the Governor for each county except Suffolk,
term of office not stated. By doing away with the Commissioners of Highways, considerable work was thrown onto the new County Commissioners. Most of
this text was about managing highway projects: how to petition, who pays for what, takings and damages, contracts, etc. Quite a way into the act there
was a section about Select Commissioners, two in number, who functioned as alternates when a regular commissioner could not attend a meeting. At the
end, Mr. Thayer proposed an amendment to have the Commissioners elected by the residents of the jurisdiction at their annual spring meeting. H.R. No.
26 had the same title.
It defined the term of office as three years and retained the Governor's appointment power. The "powers and duties"
sections made exceptions for Nantucket and Dukes counties. If a turnpike authority wanted to relinquish its franchise to a local jurisdiction, the request
