Description and Holding Information

Journal of the Senate during the sessions of the General Assembly of the Territory/State of Tennessee. Of note, the titles varied, with various
state printers, 1792–. The area that is now the State of Tennessee was officially a part of North Carolina from 1777 to 1790. North Carolina ceded its
lightly populated western lands {present-day Tennessee} to the United States in 1784, rescinded the cession that same year, and then renewed it in 1788.
On the second try the U.S. accepted the cession and, in an act dated 26 May 1790, made provision for what it referred to as the “territory of the
United States south of the Ohio River” to be governed by a committee vested with legislative power consisting of the governor and any two of the three
judges of the Superior Court. Provisions for an actual legislature for the territory were belated. On 19 October 1793, Governor William Blount, issued
an ordinance calling for a thirteen-member house of representatives. This body convened in Knoxville on 24 February 1794 and, in its sole action,
nominated ten councilors. Five of those nominees were chose by the president to comprise an upper house. This seminal legislature met in two sessions;
August 1794 and June 1795. The period of territorial status was unusually brief. After a census demonstrated that the total number of free inhabitants
narrowly exceeded the then threshold figure of 60,000 required for statehood, a constitutional convention was called; meeting in January 1796. With
territorial sentiment overwhelmingly in favor of statehood, Congress brought Tennessee into the union as the 16th state effective 1 June 1796. The first
session of the statehood legislature was held in March of that year. (Documents in the Early State Records collections are digitized from a microfilm
