December 1861 Communication from Governor John Letcher to the House of Delegates, transmitting resolutions from Tennessee. Given an oversupply of
cotton, the resolutions requested that the Confederate Congress and state legislatures have planters limit the next cotton crop to only what is needed
at home, in order to control the price in European markets. (Digitized from a microfilm copy of title originally held by the Library of Congress)
