Joint Standing Comm. on State Lands and State Roads. Report, 1858

Thirty-seventh Legislature. Senate. No. 19 On February 19, 1858, the Joint Standing Committee on State Lands and State Roads submitted a report. The Committee had learned that when a land agent retired, it was common for him to personally retain a portion of the his office's final deposit made to the state. [A golden handshake?] The Committee thought that was wrong; they did not like his bookkeeping and his submissions for extra pay. They thought state accounting in general was confused and liable to abuse. The group submitted several examples and offered a bill. An Act to establish the office of Auditor of Accounts, 1858. The person would be elected by the Legislature, be bonded, and have a one year term. He would examine all accounts except those of the Governor's Council and the Legislature. He would examine all invoices and notify the Governor when there were funds to fulfill a warrant. He would countersign Treasury receipts. He would report to the Legislature every February.
