Thirty-sixth Legislature. Senate. No. 14. The Joint Select Committee on Plantations submitted: An Act to promote the incorporation of towns in new settlements, 1857. The Act defined the number of people and amount of territory that could be in a town. The relevant county commissioners were to take a census to determine if the requirements were met, then describe the parameters f the town, and call an organizational meeting. Once an area was a town, it was not part of a plantation anymore. The new town needed to set up its assessment system promptly. Madawaska and Van Buren were exempt from the act for five years.
