March 28, 1970 Report of the Superintendent of Public Instruction regarding an "Outline Plan of Public Instruction" to the General Assembly. Of note, this outline provided in section 26 that separate schools were to be provided for "white and colored children, under the same general regulations." The following section also dealt with funding for minorities. A provisional plan for the gradual introduction of the public free school system into the state was also attached and would have force until July 1, 1871.
