January 24, 1848 Report of the Board of Code Revisors, regarding the state of the Court of Appeals and General Courts. The board expressed concern
regarding the efficiency of the appellate courts, finding long delays in rulings and other significant issues. Also attached was a proposed bill which
would establish a Special Court of Appeals and diminish the number of judges of the General Court. Of note, there are two 1848 reports, which were
given two separate documents numbers, although they appeared identical; pages 7 and 8 are missing from both, although the report and proposed bill are
