1861, Doc. 44, Concerning manufacture of gunpowder
Constitutional Convention Document 44, which contained Governor John Letcher's transmittal letter and advice of Council to the Convention. The
Council confidentially advised on June 15, 1861 that powder was scarce and the Convention needed to erect powder mills in order to meet the expected needs.
