Constitutional Convention Document 13, which contained the report of the Committee to confer with the editors of the Richmond Enquirer to ascertain
whether the proceedings of the convention could be published as a separate sheet with other articles. The newspaper would not alter its present
contract; however, it proposed printing additional, separate sheets for members of the convention. The committee supported that proposal, with some
