Constitutional Convention Document 11, which contained the report of commissioners appointed to represent Virginia in a conference which convened in
Washington on February 4, 1861. In all twenty-one state commissioners attended; this conference, historically referred to as the Peace Conference,
failed to pass any proposed constitutional amendments which would satisfy both the slave-holding and non-slave holding states still in the Union.
