1861 Report of the Committee on Federal Relations, which proposed amendments to the United States Constitution, and included substitutes and an
additional amendment proposed by various committee members. The report included an amendment which would created a constitutional provision allowing
slavery below the thirty-six parallel for current and future states. Additional changes were also made, including Section 8 which would prohibit an person
of the African race to vote or hold office in any federal or territorial election. (Digitized from a microfilm copy of title originally held by the
