March 9, 1861 Partial report from the Committee on Federal Relations, as well as subsequent reports, amendments and substitute plans for the reports
supporting secession. Of note, this March 9th report did not support secession, various substitutes and amendments did. Of interest, the substitute
of former Governor Henry A. Wise (LLMC #22214-001-022) indicated that if the federal and non-slave holding states failed to make constitutional and
other changes by October 1861, Virginia had a right to secede and unite with other such states. (Digitized from a microfilm copy of title originally
