1851, Stanard. Speeches on the basis question
February 1851 speech by R.C. Stanard of Richmond City, delivered in the Virginia Reform Convention on the basis question. Of note, the delegates
were divided regarding the method of representation between the eastern and western sections of the state; Stanard supported the positions of the eastern
part of the state. Of note, the propositions of both the eastern delegates and western delegates, and the western ultimatum were found on the final
