1776 Address to the Convention of Virginia on the subject of government in general and recommending a particular form to their consideration by a
"Native of the Colony." Carter Braxton, a member of the Continental Congress and signer of the Declaration of Independence, is thought to be the author.
This address presented a vision of government which would allow the states to regulate most matters, with the federal Congress determining the
