1851 Senate Judiciary Committee report and bill to improve the county prisons and to establish houses of corrections. The report recommended passage
with am additional section which would allow counties to build the workhouses together. The bill provided the details regarding these houses of
corrections, including listing the years of hard labor for various convictions, jailer duties, and other relevant provisions. (Digitized from a microfilm
