1846 North Carolina Joint Select Committee on Finance and Liabilities of the State recommended an attach bill to authorize a loan to enable North
Carolina to redeem certain liabilities. The bill, among other provisions, would authorize the Public Treasurer to execute certificates up to $150,000,
