1827 Resolution creating and report of the Select Committee on questions of fundamental law and certain differing claims of jurisdiction between Virginia and the federal government. After discussion, the committee resolved that the United States did not have any right to make internal improvement with the states, nor tax citizens to pay for same. The committee also concluded and resolved that the federal government could not enforce protective tariffs on foreign manufactured goods.
