1866? Majority and minority reports of the Committee for Courts of Justice regarding the the report of the Committee on Claims previously submitted
to the House of Delegates. Before the committees were claims from supply contracts for the penitentiary, made between the supplier and the secession
government. The committee reviewed same and returned to the Committee on Claims with instructions for a review. The minority report agreed with the
Committee on Claims that certain constitutional clauses prevented payment arising out of the actions of the secession government. (Digitized from a
