1850 Senate bill incorporating the Wilmington and Topsail Sound Plank Road Company. Included were the procedures for subscription and redemption of stock, the election of the board of directors and their duties and powers, and general methods and instructions for the construction contracts. Included in the section regarding violations, was a distinction between whites and free blacks ($5 fine for avoiding the toll) in contrast to slaves (whipping up to 25 lashes, at the discretion of the Justice of the Peace).
