The convention of 1788 regarding the ratification of the United States Constitution. This document consisted of manuscript transmittal letters and
recommendation that a Declaration of Rights and 26 amendments be submitted to Congress. Of note, the convention adjourned without a formal
ratification of the Constitution, although this did not prevent the formation of the government. See LLMC #21252-53 for related material. (Digitized from a
