January 29, 1861 Communication from Governor John Letcher to the the General Assembly regarding the failure of banks to pay public debt interest due
in January 1861, after banks suspended specie payment in November 1860. The governor requested legislation to require banks to furnish the necessary
specie funds for future interest payments. (Digitized from a microfilm copy of a title originally held by the Library of Congress).
