1865, Governor. Documents on salt
January 23, 1865 transmittal by Governor William Smith to the General Assembly of communication from the governor regarding the transportation of
salt by Virginia. North Carolina claimed that Virginia was diverting the trains used to deliver salt, along with a resolution making this complaint;
the governor also decreed against the exportation of North Carolina goods to Virginia. Virginia defended against these charges and documents were
